... Though a thousand years have passed since the first Grand Master laid her seal, the drake Ursa's power remains as formidable as ever. To regard it merely as a calamity or a scourge would be to squander its considerable potential. Should we succeed in deconstructing and taming Ursa's power into a controllable asset, the benefits — whether for strategic deterrence, tactical deployment, or targeted eradication — would be immeasurable. In light of these considerations, I hereby authorize the covert study of the relevant specimens. All pertinent records have been withdrawn from the general archives to preempt any unnecessary scrutiny from the Church or the Knights. Lasting peace should not depend on the momentary intervention of individual heroes, nor should it be entrusted to the whims of inscrutable gods.
