... The plan to incite panic through the use of the test subjects has progressed with remarkable success. Though even our most successful test subject at this stage can harbor less than one percent of the total power within Ursa's Flesh, the ensuing rumors and dread have proven far more readily disseminated and internalized among the masses than the drake in its true form. The legend of Ursa has haunted this land for a thousand years, after all. A plausible imitation of its form is quite enough to keep the populace in a state of perpetual dread. Moreover, the scrutiny and discontent directed at the Knights of Favonius will breed further chaos. It will pave the way for our northern "allies" to step in with their timely assistance. ... Regarding the mutual aggression among the test subjects, some researchers posited that the severed "flesh" is simply attempting to reconstitute itself into a single whole. Others, however, interpret this as Ursa's curse upon itself — that it would allow no vestige of its power to persist in any shape or manner. A foolishly sentimental notion. A brute that has abandoned its wisdom cannot then arrive at the refinement of desiring its own extinction. There are no unsolvable riddles in this world. The experiments shall continue. Our mastery of this power is inevitable; it is only a matter of time. Risks are one thing, and results are quite another. We should give necessary secrecy its due, and necessary sacrifice its place. Provided we keep a clean ledger, we keep our grip on the situation.
