When working as a Burst-DPS (depending on the amount of Energy Recharge Mona has) the Emblem of Severed Fate set will be generally more suitable, being synergetic with her ascension passive which Increases Mona's Hydro DMG% by 20% of Mona's total Energy Recharge. The Widsith, especially at higher refinements, will have higher general damage than most 5-star catalysts, at the expense of your time. The downtime on this catalyst's buffs can be ignored in the Elemental Burst focused playstyle. Elemental Mastery sands should only be used when she is able to consistently Vaporize her Elemental Burst or other attacks.

Teyvat is a place where people of all sorts go about their business, and even an enigmatic astrologist must look to hers. —That said, it seems like bards might be the exception to this rule.
